Divulgado nesta segunda-feira (8) em Diário Oficial de Mato Grosso do Sul, o parecer sobre estabelecimentos de saúde aptos para realização das cirurgias eletivas de alta complexidade ortopédica no Projeto MS SAÚDE – MAIS SAÚDE, MENOS FILA. Haverá reembolso desde que atendidas determinadas exigências. A medida faz parte do Plano Estadual de Redução das Filas de Cirurgias Eletivas e ampliação do acesso aos procedimentos cirúrgicos eletivos e exames pelo Sistema Único de Saúde (SUS).
Propostas de adesões encaminhadas pelos gestores municipais foram analisadas por uma comissão que julgou a capacidade dos estabelecimentos de saúde para o atendimento. Na lista de unidades aprovadas constam: Santa Casa de Bataguassu, Hospital Adventista do Pênfigo Matriz – Campo Grande, Santa Casa de Cassilândia, Hospital Soriano Correa da Silva em Maracaju, Hospital Beneficente de Rio Brilhante e Unidade Mista Nossa Senhora do Perpétuo Socorro – Santa Rita do Pardo.
A realização de cirurgias eletivas de alta complexidade nesses estabelecimentos será limitada a pacientes de baixo risco de complicações, classificados como ASA 1 e ASA 2 pela Sociedade Americana de Anestesiologistas (ASA).
Em caráter excepcional o Hospital Adventista do Pênfigo Matriz está autorizado a realizar pacientes com classificação ASA acima de 2. A manutenção da autorização do referido estabelecimento está condicionada ao encaminhamento mensal dos indicadores dos procedimentos realizados.
Além dos novos credenciados pelo Programa MS SAÚDE, apenas Santa Casa de Campo Grande e Hospital Universitário Maria Aparecida Pedrossian têm habilitação para realizar cirurgias de alta complexidade ortopédica pelo SUS no estado. No entanto, a média de cirurgias realizadas por ano nesses locais não tem sido suficiente. O parecer traz dados do sistema de regulação mostrando que em janeiro deste ano, a demanda chegava a 4.604 só em relação a cirurgias ortopédicas de quadril e coluna.
O parecer mostra que “é evidente a necessidade urgente de ampliar o acesso aos procedimentos cirúrgicos e exames complementares em Mato Grosso do Sul, dada a demanda reprimida identificada e a insuficiência da estrutura de serviços de saúde disponibilizada pelos municípios”.
Assinado pelo secretário de Estado de Saúde, Mauricio Simões Correia, o documento demonstra que apesar das limitações, é imprescindível estabelecer critérios rigorosos para garantir a segurança e eficácia dos procedimentos. Restringir a realização desses procedimentos a pacientes de baixo risco, fornecer informações detalhadas sobre indicadores de qualidade e eficiência, e conduzir estudos de monitoramento para avaliar o sucesso dos tratamentos são medidas essenciais para garantir a qualidade e segurança dos serviços de saúde oferecidos à população.
Programa – Lançado em maio do ano passado, O MS SAÚDE – MAIS SAÚDE, MENOS FILA prevê que prefeituras e estabelecimentos de saúde estabeleçam convênios para garantir a realização de 15 mil cirurgias eletivas em diversas especialidades, entre elas: oftalmologia, otorrinolaringologia, cirurgia vascular, cirurgia geral e ortopedia.
Também estão previstos ao todo 42,5 mil exames diagnósticos como ressonância magnética, tomografia computadorizada, endoscopia, densitometria, colonoscopia, holter 24 horas, cintilografia, entre outros.
